Estiagem prejudica geração de energia na Serra
Além de prejudicar a agropecuária e ameaçar o abastecimento de água potável nas cidades e no meio rural, a estiagem afeta os rios que fornecem água para a geração de energia em usinas hidrelétricas, prejudicando em cheio a Serra Catarinense que possui várias unidades em função da capacidade hídrica.
Quando os níveis baixam muito, prejudicam a operação das usinas que precisam reduzir o número de máquinas (geradores) em atividade ou mesmo suspender a geração de energia elétrica. Quando isso ocorre, os municípios atingidos pelos lagos artificiais dessas usina são afetados diretamente.
É que proporcionalmente ao território afetado pelo lago, as prefeituras recebem recursos a título de compensação por uso de recursos hídricos, conhecido popularmente como royalties.
Nesta situação está a Prefeitura de Anita Garibaldi, atingida pelos lagos das usinas de Barra Grande (Rio Pelotas), Canoas (Rio Canoas) e em menor proporção Machadinho. Segundo o prefeito, João Cidinei da Silva (PR), a Usina Barra Grande não gera energia desde o dia 29 de março. Ela está instalada entre Anita (SC) e Pinhal da Serra (RS), municípios que recebem valores maiores. Mas seu lago também atinge Cerro Negro, Campo Belo do Sul, Capão Alto e uma pequena extensão de Lages, municípios que recebem valores menores.
“A seca tem prejudicado muito. O município depende dos royalties para seus investimentos. O Fundo de Participação dos Município (FPM), que Anita recebe, é igual o de Cerro Negro, Celso Ramos, Abdon Batista e Painel. Eles não têm 30% das despesas que o nosso município tem. Pois temos, em torno de, 9 mil habitantes. Precisamos de chuva para mudar essa situação”, relata o prefeito Cidinei.
Ele revela que a situação financeira do município é complicada, pois é o mais endividado do estado devido às más gestões anteriores. “Temos que economizar de todos lados para pagar as folhas (de pagamento).
Por mês, a cidade recebe em torno de R$ 200 mil a R$ 300 mil de royalties, varia conforme a geração de energia. Já chegou em R$ 700 mil por mês. Mas com essa seca, esse mês será em torno de R$ 60 mil, Mês que vem não receberemos nada, pois em abril não foi gerado energia.”, conclui.
O Correio Lageano entrou em contato com a empresa responsável pelas usinas Barra Grande e Canoas, mas não obteve retorno até o fechamento da edição.
Usina Garibaldi não foi afetada
A empresa China Three Gorges Brasil Energia (CTG), que é a responsável pela Usina Hidrelétrica Garibaldi, no Rio Canoas na divisa entre Cerro Negro e Abdon Batista, informou que até o dia 14 a geração estava normal.
Em nota a empresa informou que a A Usina Hidrelétrica Garibaldi, que entrou em operação em 2013, integra o Sistema Interligado Nacional (SIN) e tem sua operação, obrigatoriamente, determinada pelo Operador Nacional do Sistema Elétrico (ONS), inclusive quanto ao controle da geração de energia e aos níveis do reservatório.
“Desta forma, a operação leva sempre em consideração todos os fatores, considerados multiuso, relacionados às usinas e seus reservatórios, e também a situação dos demais reservatórios e usinas do País, assim como a demanda de energia.”
A CTG explica que a Usina Garibaldi é considerada uma usina “fio d’água”, ou seja, a vazão que entra no reservatório é praticamente a mesma que sai, com pouca variação de nível, tendo no seu projeto a operação definida entre os níveis 702,50 m e 705,00 m. O reservatório da Usina Garibaldi registrou no dia 14 (quinta-feira) nível de 703,49 m.
“O nível atual é considerado normal para a operação de geração de energia elétrica e encontra-se dentro da faixa de operação autorizada pelos órgãos ambientais e regulatórios.” consta.
