Observatório Social questiona edital de concessão de espaço no Calçadão
O Observatório Social de Lages apresentou impugnação ao edital de licitação destinado à exploração da cafeteria e revistaria, no Calçadão da Praça João Costa, no Centro de Lages. O órgão, que atua fiscalizando as ações do poder público, diz que não há nenhuma ilegalidade no edital, mas contesta a forma com que ele foi apresentado.
O presidente do Observatório, Paulo Roberto Forbici dos Santos, explicou que o critério de seleção é o de maior oferta global, cujo valor mínimo é de R$ 2.378,50. Entretanto, segundo ele, não há no documento descrições do que se compreende, de fato, por uma revistaria, quais periódicos devem constar do acervo, não se fala sobre obras de autores locais, materiais sobre nossa cultura e história.
Em relação à parte da cafeteria, não há nenhuma informação acerca do que deve ser comercializado obrigatoriamente, como por exemplo a paçoca de pinhão na época da safra, tampouco quantitativos de preços de acordo com o mercado local.
“A nossa preocupação é com a qualidade dos serviços que serão oferecidos à população no local”, ilustra Paulo.
O Observatório Social entende, como se verifica no ofício, que no aspecto da comprovação de qualificação técnica da atividade cafeteria/revistaria, possivelmente nenhuma empresa de Lages iria se sagrar vencedora, pois é muito difícil a associação das duas atividades. A sugestão é que seja utilizada a modalidade de técnica e preço na licitação, para se buscar uma forma de seleção mais justa, com a valorização do comércio local.
Paulo afirmou que a Câmara dos Dirigentes Lojistas (CDL) comunga das mesmas ideias do Observatório Social e pretende também apresentar sua impugnação ao certame. Ele entende que é preciso que haja uma melhor descrição do que se pretende com o espaço público, devendo estar isto previsto em edital, para que, no futuro – já que o prazo de concessão é de 10 anos, prorrogáveis por mais 10 – possa ser entregue um serviço de qualidade, tanto para os lageanos, quanto para os turistas que costumam visitar a cidade.
O procurador geral do município, Eloi Ampessan Filho, disse que o pleito do Observatório está em análise na Secretaria Municipal de Planejamento. Ele disse que terá condições de opinar sobre a sugestão apenas quando estudar o caso.
Comerciantes querem espaço na praça
O edital de concessão de espaço na Praça João Costa também desagradou aos pequenos comerciantes que tinham espaços na praça. Eles tiveram que deixar o local por causa da revitalização, com a promessa de retornarem após o término da obra, o que não aconteceu.
Atualmente, alguns estão de maneira provisória na Praça Vidal Ramos Sênior (do Terminal Urbano). O pleito dos comerciantes, entretanto, não tem nada a ver com a manifestação do Observatório Social de Lages acerca do edital.
O presidente da Associação de Vendedores Ambulantes de Lages, Cláudio Luís de Sousa, defende a criação de um projeto que contemple a abertura de espaços para um número maior de vendedores ambulantes na praça.
Ele afirma que, da forma como está o edital, dificilmente os pequenos comerciantes poderão se inscrever na licitação, pois lhes faltam recursos para participar da concorrência pública para participarem da concorrência. “Defendemos um modelo de licitação mais amplo, que favoreça mais pessoas”, assinala.
Ainda segundo Cláudio, atualmente os vendedores ambulantes da cidade vivem uma situação de incerteza, pois há um projeto de lei na Câmara de Vereadores prevendo a regulamentação da atividade do comércio ambulante em Lages.
No final do ano passado, a proposta foi arquivada. Para ele, existe uma lei aprovada em 2014 que regulamenta a atividade dos ambulantes em Lages, por isso, não há a necessidade de uma nova proposta.
